Update

Palmbux’s Server is finally up which is a relief because I’m already half way from cashing out from there to get my first payment.  PPCLix is starting to disappointment me because some of their clicks do not register mainly because the ad is a site that breaks the frame.  It’s been an ongoing issue with them and still have yet to fix it even after their long downtime due to hackers.  However, I did find a new site called SurfPay.  Minimum payout is $10, but you get $0.03 per click.  Not $0.01, but $0.03!
